Detentions Made in Connection to Enormous Unlawful Rubbish Dump
Two individuals have been arrested as an element of an inquiry into the tipping of several thousand of metric tons of waste in a open field in Oxfordshire, England.
Law enforcement indicated that a 69-year-old was arrested at a dwelling in Hampshire's Andover, while a 54-year-old was detained in the town of Slough in connection with the enormous heap of rubbish tipped near Kidlington, Oxfordshire.
These detentions follow a recent report which uncovered the existence of more than 500 illegal tips across England, including at minimum 11 so-called "super sites" greater than 20,000 metric tons.
A official for the environment body stated that the arrests were for environment-related and proceeds of crime offences and constituted a "key step" in active probes. Both men have been released on bail.
Magnitude of the Problem
The dump in Kidlington, positioned between the river Cherwell and the A34 highway, is believed to hold around 21,000 metric tons of waste in a heap which is up to 150m (490ft) long and 6m (20ft) in height.
This mound of garbage is composed of what seems to be sorted household waste, chopped up plastics, expanded polystyrene, tires and assorted everyday articles.
It is just one example of 517 unauthorized sites across England, at a minimum of 11 of which are estimated to hold in excess of 20,000 tons of garbage. They feature a 280,000-tonne area in the county of Cheshire, two 50,000-tonne locations in Lancashire and Cornwall and a 36,000-tonne tip in Kent.
The overall number of such major locations is expected to be greater, as the environmental body has earlier indicated it does not maintain records on tonnage for every unauthorized site.
Most these sites are in countryside locations, frequently hidden, and on land that is zoned as arable land.
Criminal Operations
Authorities state numerous are run by organised crime gangs, who are earning cash by charging much less than lawful firms to receive and dispose of rubbish.
Firms have to pay disposal fees to use legitimate disposal sites, contingent on the volume and nature of refuse they are trying to get rid of, and a disposal levy is also levied at just over £126 per tonne.
Local Outrage
Initial work to remove the Kidlington area location commenced in recent weeks amid concerns over the threat of blaze and the consequences that would have on the nearby A-road.
A contracted waste removal contractor has been granted the job to handle the site over the following 12 months at a cost of £9.6m.
An enforcement manager for the country's regulatory team commented that the body would be aiming to claim back the clean-up costs under asset recovery laws from anyone successfully convicted at the end of its current inquiry.
She added that the recent detentions would help "move the inquiry forward" and permit authorities to "pursue more lines of inquiry to understand in detail what transpired and who was involved".
"This unauthorized dump at Kidlington was an atrocious and calculated affront on our environment and the authorities understand the community's frustration at this terrible act," she remarked.
A cabinet minister supported the actions, commenting: "This unlawful deposit of rubbish at the site is appalling and has caused considerable detriment to the ecology and anguish to the nearby population.
"The government is committed to eradicating this type of crime in the UK, by increasing financing to address waste crime, employing more officers and enacting tougher checks and penalties for those who break the regulations."
The apprehensions were carried out on the specified day by officers from a regional serious crime unit and come after an previous detention of a 39-year-old from the Guildford area in November. He was set free awaiting additional investigations.
